{"id":14564,"date":"2019-01-30T13:23:31","date_gmt":"2019-01-30T12:23:31","guid":{"rendered":"https:\/\/bruxelles.unionsyndicale.eu\/?p=14564"},"modified":"2024-09-09T10:39:42","modified_gmt":"2024-09-09T09:39:42","slug":"european-schools-what-about-disabled-children","status":"publish","type":"post","link":"https:\/\/bruxelles.unionsyndicale.eu\/en\/european-schools-what-about-disabled-children\/","title":{"rendered":"European schools: what about disabled children?"},"content":{"rendered":"<section class=\"l-section wpb_row height_auto\"><div class=\"l-section-h i-cf\"><div class=\"g-cols vc_row via_flex valign_top type_default stacking_default\"><div class=\"vc_col-sm-12 wpb_column vc_column_container\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column\"><div class=\"wpb_wrapper\"><p><strong>THE EUROPEAN COMMISSION NEEDS TO STRENGTHEN SUPPORT AND AMENITIES FOR DISABLED CHILDREN IN THE EUROPEAN SCHOOLS<\/strong><\/p>\n<p><em>OPEN LETTER TO COMMISSIONER OETTINGER<\/em><\/p>\n<p>Brussels, 30 January 2019<\/p>\n<p><a href=\"https:\/\/www.eursc.eu\/en\"><strong>\u00a0<\/strong>European Schools<\/a>, a network of 13 intergovernmental schools primarily teaching children of\u00a0European Union\u00a0employees, do not do enough to accommodate the needs of children with\u00a0disabilities, Human Rights Watch and the European Disability Forum said in a joint report released recently (January 2019).<\/p>\n<p>The\u00a0EU and its 28 Member States have\u00a0yet\u00a0ratified the UN Convention on the Rights of Persons with Disabilities (CRPD),\u00a0<strong>which guarantees children with disabilities the right to inclusive education.<\/strong><\/p>\n<p>Despite states\u2019 obligations under the convention, European Schools allow the exclusion of children on the basis of disability. Their Policy on the Provision of Educational Support states that \u201cEuropean Schools do not offer a fully inclusive education system\u2026. [T]he school is entitled to declare itself unable to meet the needs of the pupil.\u201d Union Syndicale asks the European Schools to pay attention and strengthen their support to disabled children, creating a inclusive space for all at school.<\/p>\n<p><strong>Human<\/strong>\u00a0<strong>Rights<\/strong>\u00a0<strong>Watch<\/strong>\u00a0documented the cases of 12 children and a young adult with a range of disabilities enrolled in five European Schools (four in Brussels and one in Luxembourg) or whose application for enrolment was rejected. These cases shed light on a number of structural issues in the European School system, which also affect students in other European Schools.<\/p>\n<p>However, in its 2018 report and the action plan on diversity and equality between women and men, the European Commission announced that it will request an independent external evaluation to identify and tackle, in the light of the observations and recommendations of the United Nations Committee, the problems related to the educational support in the European Schools.<\/p>\n<p>In this report by Human Rights Watch, it appears that in some cases, teachers warned parents that their child would not receive the support they needed.
