{"id":14883,"date":"2023-09-25T09:39:41","date_gmt":"2023-09-25T08:39:41","guid":{"rendered":"https:\/\/bruxelles.unionsyndicale.eu\/?p=14883"},"modified":"2024-09-02T08:58:18","modified_gmt":"2024-09-02T07:58:18","slug":"three-years-of-dynamic-collaborative-spaces-administration","status":"publish","type":"post","link":"https:\/\/bruxelles.unionsyndicale.eu\/en\/three-years-of-dynamic-collaborative-spaces-administration\/","title":{"rendered":"Three Years of Dynamic Collaborative Spaces Administration"},"content":{"rendered":"<section class=\"l-section wpb_row height_auto\"><div class=\"l-section-h i-cf\"><div class=\"g-cols vc_row via_flex valign_top type_default stacking_default\"><div class=\"vc_col-sm-12 wpb_column vc_column_container\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"g-cols wpb_row via_flex valign_top type_default stacking_default\"><div class=\"vc_col-sm-12 wpb_column vc_column_container\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><div class=\"wpb_text_column us_custom_432d3f53\"><div class=\"wpb_wrapper\"><p><em><strong data-fusion-font=\"true\">Disregarding Health And Safety At Work!<\/strong><\/em><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><span lang=\"EN\">Since three years, the\u00a0<b>Union Syndicale F\u00e9d\u00e9rale\u00a0<\/b>has been calling for a building management policy respecting health and safety at work.<\/span><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><span lang=\"EN\">Our trade union supports the necessity, in the post-Covid phase, to rationalise how office spaces are used while, at the same time, the staff need to part-time telework is met, in order to better combine professional and private life.<\/span><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><span lang=\"EN\">The\u00a0<b>Union Syndicale F\u00e9d\u00e9rale\u00a0<\/b>recognises, in this respect, the institution as having exclusive competence when deciding on work environment and organisation.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"EN\">However, the<b>\u00a0Union Syndicale F\u00e9d\u00e9rale\u00a0<\/b>has been insisting for three years that the Commission, as an employer, is bound to respect the occupational health and safety standards applicable to new dynamic collaborative spaces (\u2018dynamic mode\u2019), mainly configured as open-spaces.<\/span><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><span lang=\"EN\">More specifically, the US calls for office spaces and workstations consistent with the needs deriving from the activities the services perform, noise limitations in workspaces, tables adjustable in height (by crank or electrically) adapting to the morphology of each person, absence of direct light on screens and of air blowers pointed towards colleagues\u2019 shoulders, as well as the possibility to customise the space.<\/span><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><span lang=\"EN\">The<b>\u00a0Union Syndicale F\u00e9d\u00e9rale\u00a0<\/b>notes that the European Commission has so far not adopted the legal bases for health and safety at work necessary to guarantee these minimum requirements.<\/span><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><span lang=\"EN\">In this atypical context, the Offices for Infrastructure and Logistics in Brussels and Luxembourg (OIB and OIL) have been responsible for dynamic mode open-spaces proliferation in the past 3 years, without any action by DG HR (the Commission\u2019s representative as the employer) to prevent related problems (in particular in the Loi 107 building).<\/span><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><span lang=\"EN\">On the contrary, OIB and OIL projects have been allowed to acquire momentum, applying the so-called \u2018100-day\u2019 policy, namely an \u2018a posteriori\u2019 inventory of remedial actions to be taken on the basis of complaints by staff lacking training in health and safety at work.<\/span><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><span lang=\"EN\">The<b>\u00a0Union Syndicale F\u00e9d\u00e9rale\u00a0<\/b>has been advocating for months the definition, in consultation with staff, of workspaces corresponding to the reality of staff activities, based on health and safety at work analyses to be carried out prior to any change. Some tasks simply cannot be performed in open-spaces (dynamic mode), such as call centre, secretariat, personalised and confidential assistance, and work requiring a high level of concentration &#8230;<\/span><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><a href=\"https:\/\/bruxelles.unionsyndicale.eu\/en\/the-burn-out-factory-real-estate-policy\/\"><span lang=\"EN\">The Burn-Out Factory &#8220;Real Estate Policy&#8221;<\/span><\/a><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><a href=\"https:\/\/bruxelles.unionsyndicale.eu\/en\/100-days-in-a-dynamic-collaborative-office\/\"><span lang=\"EN\">100 Days in a Dynamic Collaborative Office<\/span><\/a><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><span lang=\"EN\">In this context, we understand all the more the difficulties the joint committees responsible for health and safety at work are facing on a daily basis.<\/span><\/p>\n<p class=\"x_P68B1DB1-Normal1\"><span lang=\"EN\">Considering the above, the\u00a0<b>Union Syndicale F\u00e9d\u00e9rale\u00a0<\/b>calls for opening social dialogue on the general framework and services for health and safety at work in the Commission. This dialogue will cover, in particular, the development of dynamic collaborative spaces, issue which will remain relevant, as well as the timeframe for the implementation of the new building policy (until at least 2030).<\/span><\/p>\n<p class=\"x_xmsonormal\"><b><span lang=\"EN-GB\">The Executive Committee<\/span><\/b><\/p>\n<p class=\"x_xmsonormal\"><b><span lang=\"EN-GB\">Union Syndicale F\u00e9d\u00e9rale<\/span><\/b><\/p>\n<\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/section>\n","protected":false},"excerpt":{"rendered":"<p>For the past three years, Union Syndicale F\u00e9d\u00e9rale has been advocating a real estate policy that respects health and safety in the workplace.<\/p>\n","protected":false},"author":2,"featured_media":14886,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[70],"tags":[],"dossier-special":[],"class_list":["post-14883","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news-en"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.3 -
