This so-called \u201c100-day stocktaking\u201d (a long overdue deadline) was carried out with the aim of \u201c<b><i>gathering knowledge on both needs and good practices to both improve the situations for DGs and services which have moved to flexible workspaces and ensure optimal conditions for services moving in the future<\/i><\/b>\u2019\u2019.\u00a0 Because all DGs will gradually move to this type of organisation. \u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><b><span lang=\"EN-GB\">What are the lessons to be learned from this experience?\u00a0<\/span><\/b><\/span><b><\/b><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">The 100-day report states that \u201cthe flexible working team are committed to helping the DGs to find solutions to these issues,\u00a0<b><i>within the budgetary limits and constraints of individual building construction<\/i><\/b>\u201c.\u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">It is interesting to note that,\u00a0<b>only if the above conditions are met, it will be possible to<\/b>\u00a0:\u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoListParagraphCxSpFirst\"><span class=\"x_contentpasted1\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/span><span class=\"x_contentpasted1\">Change the configuration of the floors,\u00a0<\/span><\/p>\n<p class=\"x_MsoListParagraphCxSpMiddle\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<span class=\"x_contentpasted1\">Addressing temperature problems,\u00a0<\/span><\/p>\n<p class=\"x_MsoListParagraphCxSpMiddle\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<span class=\"x_contentpasted1\">Apply noise reduction measures (e.g. quieter rooms, increase the number or change the type of meeting rooms, installation of call zones, partial or complete closure, stopping certain open areas, increase the number of partitions, sound absorbing panels, noise cancellation, headphones\u2026),\u00a0<\/span><\/p>\n<p class=\"x_MsoListParagraphCxSpMiddle\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<span class=\"x_contentpasted1\">Having additional computer equipment, such as extra sockets, chargers, monitors,\u00a0<\/span><\/p>\n<p class=\"x_MsoListParagraphCxSpLast\">\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<span class=\"x_contentpasted1\">Having more access to catering facilities (restaurants and cafeterias) \u2026<\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">Does this \u2018provision\u2019\u00a0<b>absolve OIB of any responsibility for the inadequacy of the space for the real needs of the teams?<\/b>\u00a0The excuse to say \u2018no\u2019 is already written.\u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">Should such a document be given any credit? Certainly not.\u00a0 This inventory of measures concerning the physical working environment alone was drawn up by the administration after consultation with staff not trained in occupational health and safety.\u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">This report consists of an inventory of measures concerning the physical working environment alone, the effectiveness of which is doubtful.\u00a0 For example, the measures concerning noise are not effective.\u00a0\u00a0At Loi 107, the number of \u2018quiet rooms\u2019 is insufficient.\u00a0 Staff work while being exposed to the discussions of their colleagues, whether online or offline : \u00a0<b>this affects their concentration and has an impact on their health to varying degrees\u00a0<\/b>(for more information\u00a0<strong><a href=\"https:\/\/www.inrs.fr\/risques\/bruit\/ce-qu-il-faut-retenir.html\">click here<\/a><\/strong>\u00a0)\u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><b><span lang=\"EN-GB\">Yet tools and solutions are available for employers who wish to protect their employees in open spaces from noise.\u00a0<a href=\"https:\/\/www.inrs.fr\/dms\/inrs\/CataloguePapier\/HST\/TI-CC-34\/cc34.pdf\">Click here<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.inrs.fr\/publications\/outils\/outils-bruit-travail.html\">here<\/a>\u00a0to know more about it.<\/span><\/b><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">The document is silent on the actions to be taken to manage the rotation of services. Yet, in this respect, lessons should have been learned from the incidents that have been reported (emergency transfer of Career Guidance Officers to another building due to the incompatibility of the working environment with the department\u2019s tasks, unsuitability of the working space for the Ethics department), or announced (insufficient capacity of Law 107 in the event of units being present in their entirety three days a week); all of these are daily headaches for managers\u2026\u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><b><i><span lang=\"EN-GB\">And that is without taking into account the fact that the Loi 107 building does not fulfil its mission of being a dynamic and collaborative working space. It is a fact that since 2019, the year of the European Commission\u2019s decision on the new working environment, DG HR has not deployed a method for joint projects, nor has it provided managers with the tools to manage their teams remotely.\u00a0<\/span><\/i><\/b><\/span><b><i><\/i><\/b><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">In short, this report is not an analysis of occupational health and safety risks designed to identify preventive measures for the benefit of staff working in hybrid mode, an action that is all the more necessary, given that the European Commission \u201comitted\u201d to do so before its staff moved to Loi 107.\u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">As far as telework is concerned, the same observations apply: standardised and limited communication on home ergonomics, reimbursement of the ergonomic chair and the screen.\u00a0 These efforts are certainly commendable, but they do not meet the needs of colleagues who do not have a suitable workspace.\u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">\u00a0<\/span><\/span><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">The argument of the employer\u2019s limited means is not admissible.<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">In the absence of any risk analysis, many preventive measures are lacking: those concerning the vision and hearing of staff overexposed to new technologies, the organisation of working time between different work areas, or those concerning the route to work\u2026\u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">Faced with these organisational dysfunctions (<b><i>see appendix above, \u201c<a href=\"https:\/\/bruxelles.unionsyndicale.eu\/en\/the-burn-out-factory-real-estate-policy\/\">The burn-out factory<\/a>\u201c<\/i><\/b>), one can only wonder about the ability of occupational health and safety services to prevent the risks that this type of arrangement generates in the long term.\u00a0<\/span><\/span><\/p>\n<p class=\"x_MsoNormal\"><span class=\"x_contentpasted1\"><b><span lang=\"EN-GB\">Union Syndicale,<\/span><\/b><\/span><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">\u00a0<\/span><\/span><span class=\"x_contentpasted1\"><b><span lang=\"EN-GB\">therefore, calls for a comprehensive approach to health and safety in hybrid working.<\/span><\/b><\/span><span class=\"x_contentpasted1\"><span lang=\"EN-GB\">\u00a0Whether one is teleworking or working in the office in dynamic mode, solutions exist (including the provision of individual offices to preserve confidential work). It is the duty of DG HR to make them available, once it has finally addressed the lack of\u00a0<b>risk analysis<\/b>.<\/span><\/span><\/p>\n<\/div><\/div><div class=\"w-separator size_large\"><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/section><section class=\"l-section wpb_row height_auto\"><div class=\"l-section-h i-cf\"><div class=\"g-cols vc_row via_flex valign_top type_default stacking_default\"><div class=\"vc_col-sm-12 wpb_column vc_column_container\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><\/div><\/div><\/div><\/div><\/div><\/section>\n","protected":false},"excerpt":{"rendered":"<p>Union Syndicale calls for a comprehensive approach to health and safety in hybrid working.
