Union Syndicale wants to do more and better for contract agents

The Union Syndicale is proposing the following demands for Contract Agents:

  • Offer priority to contract agents with 4 or more years of contract to fill temporary agent positions, and ensure transparency of information about AT positions;
  • Review the Commission’s decision on the cumulation of contracts and adjust it to allow the combination of a contract agent period and a 4-year temporary agent period;
  • Adopt a provisional calendar of  internal competitions to be planned 1 year in advance, allowing CAs or CAs who have become Temporary Agents to have a chance to gain the status of civil servant;
  • Increase the reclassification quotas for contract agents to improve their career prospects;
  • Provide for annual screening for change of function group, based on recent experience in Brussels and Luxembourg. This screening will require a regular review of job descriptions;
  • Organize voluntary mobility for 3bis contract agents within the Institution’s departments, and provide for a mobility exercise for 3ter contract agents within the Offices, between Offices, with EU representations and delegations, as well as with other institutions and agencies facing problems of job insecurity identical to those of the Commission.
  • This organized mobility could take into account of the arduous nature of the jobs (drivers, childcare nurses), so that they can move on to another positions.

Careers, Recruitment and Professional Development

UNION SYNDICALE CALLS FOR

  • All policies and actions relating to human resources, accommodation and support services should take account of the need to make the Commission more attractive.
  • That EPSO and the Commission develop a strategy to attract more candidates from under-represented categories (such as certain nationalities, gender stereotypes on certain job profiles, visible and invisible disability carriers…) and all job profiles, including secretarial ones, from across the European Union.
  • That the Commission ensures that the promotion (or reclassification) of staff is accompanied by increased levels of responsibility, greater autonomy and/or the possibility of a change of position.
  • That promotion and seniority are given greater visibility and recognition by the institution.
  • That the Commission actively ensures that gender equality is reflected in professional responsibilities and career progression.

SEVEN PRIORITY DEMANDS :

  • Make it easier for AST-SCs to enter the AST career via dedicated internal competitive examinations.
  • Encourage and organize the mobility of contract agents in the offices and GF1 CAs throughout the institution, for those who wish to do so.
  • Encourage mobility for those who want it, especially after the age of 50, through specific plans developed by each DG.
  • Encourage the mobility of AST7s who are blocked to positions where they can be promoted.
  • Put an end to secretive processes for appointing senior assistants and senior experts.
  • Ensure an acceptable quota of promotions for senior experts.
  • That the Commission organizes competitions for specialized profiles that have long been neglected (e.g. social assistant profiles), so as not to make these careers precarious by reserving them for the profiles of contract agents.

Work environment

  • In general, internal policies and procedures should be put in place to guarantee equal opportunities and non-discrimination in the recruitment process, career management, and promotion of employees.
  • Going further in the organization of events and internal communication campaigns for “Raising awareness of the benefits of diversity and inclusion”.
  • Developing a welcoming culture: setting up a space for exchanging and sharing best practices in order to support collaborations, in particular training and workshops on diversity and inclusion to raise awareness among all colleagues.
  • Training all staff in non-violent communication.

Rights and social coverage during and beyond the career: combating the risk of exclusion

  • Set up a dedicated service for the most vulnerable people and/or those who have great difficulty with digital tools, to enable non-digital access to benefits.
  • Offer training to caregivers, representatives, guardians and/or beneficiaries of people losing their autonomy in knowledge of our social security coverage and the use of our digital tools.

What Union Syndicale does and why you should vote for US

Union Syndicale will never lose sight of the need to defend the most precarious and disadvantaged. It is affiliated to the European Trade Union Confederation and the International Trade Union Confederation (ITUC). Its Executive Committee is democratically renewed every three years by a vote of its members.

Since 1974, it has taken part in the negotiation of all Staff Regulations reforms, never leaving the table and taking responsibility for the results, establishing a balance of power when necessary and seeking union unity more often than not.

Union Syndicale refrains from demagogic one-upmanship by promising colleagues the moon. We know what is possible and negotiable, and our credibility makes us a reliable negotiating partner.

If your salary is brought into line with changes in the cost of living every year, without annual industrial action (most recently +4.1% retroactive to July 1, from the highest salary to that of a GF I contract agent), this is thanks to Union Syndicale, which developed the famous “Method” now enshrined in the Staff Regulations. The expertise of our volunteers and staff on secondment doesn’t stop there: we negotiate and inform you about statutory rights, negotiate the ceiling of the JSIS, and careers, prepare for competitive exams, and webinars; we influence your professional life and prepare you to develop and to evolve.

We defend everyone, regardless of nationality, category, place of employment or generation, without exploiting category or generational gap. We have influence everywhere. Strongly represented in all institutions and agencies, and at all duty stations, we integrate the geographical and inter-institutional dimensions to present strong positions wherever we are.

Our representatives are involved in a wide range of joint committees (Promotion, Reclassification, Certification, Competitive Examination Boards, Health and Safety Committee, Early Childhood, Disciplinary Board, Joint Committee, etc.).

A OSP makes a big fuss over a ruling by the Court of Justice? But who is really behind this result? Union Syndicale is one of the only unions to support its members’ lawsuits when the general interest is threatened, and it is by far the biggest financial contributor.

We defend you: from advice, based on the considerable experience of your representatives, to consultation (free for members – see conditions) of a specialist lawyer, and sometimes even financial support for legal action. We help you in the event of disputes with the authorities, sometimes enabling you to reach amicable solutions through our mediation. We assist and support colleagues under disciplinary investigation.

The success rate of appeals from colleagues who come to us for help in formulating an appeal, for promotion, certification, or against an unfair decision by the administration is unparalleled!

The elections to the Staff Committee are of great importance to your union. Not only the number of votes received will determine our number of elected members to the Local Staff Committee, and our ability to influence its work, but also our representativeness, which is reflected in:

  • the number of colleagues who can be seconded to help you, participate in social dialogue and negotiation meetings, and
  • the number of seats reserved for the US on joint committees (promotion, certification, health insurance, health and safety, equal opportunities, etc.)

These are all opportunities to be useful to the staff and, in priority, to our members. In a few days, the elections will be the opportunity for you to help us to help you.
